The difference is what desktop unlocks:

  • Claude Cowork can reach the folders and apps on your own computer, which web and mobile can’t touch.
  • ChatGPT Work leans on your connected apps and a built-in browser.

Scheduling and recurring work

Scheduling is now table stakes on both sides, so it probably won’t be your deciding factor.

  • Claude Cowork can run recurring scheduled tasks automatically, even when no device is online.

What a plugin means

Both companies use the word plugin for something broader than a simple app connection. In both cases, a plugin can package instructions and tools into a reusable workflow, although the building blocks differ.

  • In ChatGPT, a plugin can include skills, connected apps, and app templates. Skills supply reusable instructions and workflow guidance, while apps connect ChatGPT or Codex to outside systems, data, and actions. A plugin can combine several of these capabilities around a job or workflow, and some plugins can contain skills without requiring an outside app at all.12
  • Claude takes a similar approach. Cowork plugins can bundle skills, connectors, and specialized sub-agents, as well as other components such as hooks. A sales plugin, for example, might teach Claude a company’s sales process through a skill, connect it to a CRM and knowledge base, and delegate part of the work to a specialized sub-agent.11,13

Both are increasingly containers for repeatable workflows. The more useful comparison is what each plugin includes, which external systems it can reach, what actions those systems allow, and how your organization can govern it.

Transparency and control

Both let you follow their work and control higher-impact actions.

  • Claude Cowork offers Manual, Auto, and Skip approval modes, so you can choose how often it pauses for permission.7
  • ChatGPT Work lets you follow its progress, change direction, and approve important actions; its cloud browser asks for confirmation before consequential actions.8,14

Either way, stay in the loop. Agents can make mistakes, so spot-check important numbers, sources, and claims before you ship.

Shareable and interactive outputs

Both can produce polished work artifacts, but ChatGPT Work currently has a more explicit product for publishing interactive outputs.

  • ChatGPT Work includes Sites, which can turn a project into an interactive website, dashboard, or lightweight app that you can publish and share with controlled access or, where enabled, publicly.15,16
  • Claude Cowork can create documents, presentations, spreadsheets, and other finished work, but it doesn’t currently have a directly comparable hosted Sites publishing product.6

Security, privacy, and where your data goes

Giving an AI agent access to your files and work apps raises a bigger question than which one makes the nicer spreadsheet: where does the work actually happen, what data can the agent reach, and when does it need your permission?

Neither product fits neatly into a “Claude is local, ChatGPT is cloud” split anymore. Both have cloud-based workflows and ways to work with resources on your computer, but their execution modes, permissions, and enterprise controls differ.

Local vs. cloud work

  • Claude Cowork now runs sessions in the cloud by default. In a cloud session, its agent loop and code execution run in an isolated temporary environment on Anthropic-managed infrastructure, and the session and its files are saved to your Claude account. If the task needs a file on your computer, a cloud session can reach a folder you’ve connected through Claude Desktop while that app is online. That local file is still processed on Anthropic’s servers as part of the cloud task.17
  • Claude also supports local execution in existing desktop deployments. In addition, some desktop-dependent capabilities (including access to local folders and local connectors) still require Claude Desktop to be open even when you’re controlling a cloud session from another device.6,17
  • ChatGPT Work also separates local and cloud work. Cloud Work chats sync across supported web, mobile, and desktop experiences. On desktop, Work can instead operate with local folders and desktop apps when you grant permission. OpenAI notes, however, that messages and task context may still be stored in the cloud even when the work itself runs locally.8

So “local” shouldn’t automatically be read as “the data never leaves my computer.” If sensitive data or residency requirements matter to you, check the execution mode, storage policy, connected services, and workspace controls that apply to your particular plan and deployment.

What happens when the agent needs permission?

Agentic tools don’t just read information; some tools can change it. Both products therefore put permission controls between the agent and certain actions, although exactly when you’re asked depends on the tool and the settings you choose.

  • In ChatGPT, connected-app permissions can determine whether the agent may read automatically or must ask before taking actions. The default “Important actions” behavior allows reading from apps automatically but asks before actions that could have a meaningful external effect, expose sensitive information, or be difficult to undo. Workspace administrators can further restrict what an app is allowed to do.18
  • ChatGPT‘s cloud browser has a separate layer of controls. You can choose how it handles access to new websites, but allowing a website does not automatically approve consequential actions. OpenAI says Work asks for confirmation before cloud-browser actions that could be difficult to reverse or create financial, legal, account, or other real-world commitments.14
  • Claude Cowork also provides different approval modes. In Manual mode, Claude pauses for approval before actions. In Automatically approve mode, it evaluates actions for risks such as prompt injection or data exfiltration and can block an action or stop to ask you when needed. A Skip mode can remove those approval pauses, so it should be reserved for work where you trust everything the agent can reach.7
  • Some Claude actions carry additional safeguards. Cowork requires explicit permission before permanently deleting files, and Claude’s computer-use feature asks for permission before accessing each application. Computer use deserves extra caution because Claude can interact directly with the screen and applications you authorize, and Anthropic warns that these safeguards aren’t perfect.19,20

The practical rule for either tool is simple: the more an agent can see and change, the more carefully you should configure its permissions. Give it only the files, apps, websites, and actions it needs for the task, and stay closer to workflows where a mistake would be hard to undo.

Enterprise governance, logging, and data controls

For companies with security or compliance requirements, both products now offer administrative controls and ways to monitor agent activity, so the difference is more nuanced than one having enterprise oversight and the other not.

If compliance is a deciding factor, compare the exact controls your organization needs (including logging coverage, retention, role-based access, app and plugin permissions, and where work is allowed to run).

If you’re a freelancer, don’t assume you need the highest tier to start. Claude Pro and ChatGPT Free, Go, and Plus can be enough to learn the workflow; the higher tiers primarily matter once longer or more frequent agent tasks start pushing against your included usage.
